1. Our Commitment to Accessibility
California Baby Surrogacy (“CBS”), operated by CA Surrogacy Inc., is committed to ensuring digital accessibility for people with disabilities. We continually improve the user experience for everyone and apply the relevant accessibility standards.
Families building through assisted reproductive technology — including intended parents, gestational surrogates, donors, and their support networks — deserve equal access to information and services, regardless of ability or assistive technology used.
2. Conformance Status
We aim to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA, published by the World Wide Web Consortium (W3C).
This website is substantially conformant with WCAG 2.1 Level AA, based on an internal audit completed on 2026-05-26. Substantially conformant means that the website meets the WCAG 2.1 Level AA criteria with limited exceptions that are clearly documented below (see Section 4) and that do not affect critical user pathways.
The audit identified 5 Critical and 6 High severity items, all of which were remediated. Five Medium severity items were deferred for M1b polish and are disclosed transparently in Section 4.
3. Technologies Used
This website relies on the following technologies for accessibility:
- HTML5 with semantic markup (
header,nav,main,article,section,footer, proper headings hierarchy) - Cascading Style Sheets (CSS3) with respect for user-defined font sizes and contrast preferences
- WAI-ARIA attributes for dynamic content, where appropriate
- JavaScript with progressive enhancement — core content remains accessible without JavaScript where feasible
- Next.js / React framework with accessibility-focused component patterns
- Responsive design supporting zoom up to 200% without loss of content or functionality
4. Known Limitations
Despite our best efforts, there may be some limitations. Please contact us if you observe an issue not listed below.
4.1 Legacy Content from Prior Website
Some images and content carried over from our previous website may use stock photography without optimized alternative text. We are systematically replacing legacy content as part of the M1b content migration. Alternative: contact us and we will provide a description within 5 business days.
4.2 Right-to-Left (RTL) Language Support
Our current internationalization supports English, Simplified Chinese, Traditional Chinese, and Spanish. Right-to-left languages such as Arabic and Hebrew are not yet supported. Alternative: contact us at info@californiababyivf.com for translated materials.
4.3 PDF Documents
Some PDF documents may have accessibility limitations. We are converting key documents to accessible (tagged) PDF as part of M1b. Alternative: we can provide HTML form, Word document, or large-print versions on request.
4.4 Video and Audio Content
For pre-recorded video we will provide captions; for audio-only content we will provide transcripts; for video where visual content conveys important information not present in the audio, we will provide audio descriptions.
4.5 Third-Party Embedded Content
Some third-party embedded content (e.g., maps, future scheduling widgets) may not fully conform to WCAG 2.1 AA. Where conformance issues persist, we provide alternative means of accomplishing the same task.
4.6 Medium-Severity Items Pending Polish (Deferred to M1b)
The following polish-level items do not constitute Level AA conformance failures and will be addressed before M1b launch:

5. Assessment Approach
CBS assesses accessibility using:
- Automated testing: CI accessibility linting (eslint-plugin-jsx-a11y), axe DevTools, Lighthouse, color-contrast verification
- Manual audits: keyboard-only navigation, screen reader testing (NVDA, JAWS, VoiceOver, TalkBack), zoom and reflow testing at 200% / 400%, cognitive load review
- Internal audit (completed 2026-05-26): WCAG 2.1 AA review by our Security & Compliance team; 5 Critical and 6 High items remediated
- External audit (planned M1b): formal third-party WCAG 2.1 AA audit by an independent certified accessibility consultant
- User feedback: we actively solicit feedback from users with disabilities (see Section 6)

8. Continuous Improvement
Accessibility is an ongoing journey. We commit to:
- Reviewing this statement at least annually
- Conducting external accessibility audits at least every 2 years (or sooner for major redesigns)
- Training new staff on accessibility within 30 days of onboarding
- Incorporating accessibility into our procurement decisions (preferring vendors meeting WCAG 2.1 AA or equivalent)
